Is ISO 9001 required by law?

No. ISO 9001 is not a legal requirement. Principal contractors and government clients ask for it as evidence you run a controlled system, but no law makes you hold it. You get certified because it wins work, not because you have to.

No, and it does not claim to. It is evidence you have organised the business around a recognised framework and let it be checked from outside, not a promise that nothing goes wrong. What it does is catch problems at the hold point instead of at handover, where they are cheaper to fix.

Will ISO 9001 mean a lot more paperwork?

Not if it is built around how you already run jobs. The quote review, the ITP, the handover pack: most of it is work you would sensibly do anyway, written down so it happens the same way every time. Paperwork piles up when a system is bolted on for the certificate instead of matching the work.

Procedures tell people how to do the work. ISO 9001 is the loop around them: deciding what good looks like, checking the result, and acting when it slips, with records that show it happened. A folder of procedures nobody follows fails an audit. A system that is used and evidenced passes.

Whether the system you describe is the one running on site: current drawings in use, ITPs signed at the hold points, nonconformances opened and closed, and records made as the work happened rather than the night before. The auditor is testing that the system works, not grading your concrete.
